    Understanding the 2019 Bond Election

    In an effort to address continued housing development within the District, the San Felipe Del Rio C.I.S.D. has called for a $19 million bond election for the construction of a new elementary school.

    Housing Developments in SFDRCISD
    SFDRCISD is experiencing continued increases in student enrollment in the Dr. Lonnie Green Elementary and Buena Vista Elementary attendance zones.

    Traffic Congestion
    SFDRCISD is also experiencing issues related to an increase in traffic along housing developments.

    Class Size Waivers
    Increases in student enrollment at Dr. Lonnie Green Elementary and Buena Vista Elementary schools have often led the District to request Class Size Waivers from the Texas Education Agency (TEA).

    Why is this a great time for SFDRCISD to call a bond?

    Reason #1
    If the bond is approved, the construction of a new elementary school would address increased housing development within the District.

    Reason #2
    If the bond is approved, the District would be eligible to receive over $9 million in State aid; thus reducing the District’s portion of the bond to an estimated $9.6 million for a new elementary school.

    Reason #3
    This summer, House Bill 3 was passed by the 86th Legislature. It required the compression, or reduction, of the 2019 school tax rate by Sept 1st. Using the state’s new formula, SFDRCISD’s overall tax rate was lowered by $0.0925 (9 cents).


    The Basic Facts About the SFDRCISD Tax Rate

    The total overall 2019 SFDRCISD tax rate is for every $100 dollar value of your property.

    The funds collected from your property taxes is allocated into 2 separate funding categories: Maintenance & Operation and Interest & Sinking.

    If the bond is approved, how much will the District’s tax rate increase?

    The property tax increase required to fund the $19 million bond is $0.0570.
    In 2020, House Bill 3 will require the District’s M&O tax rate to decrease by another $0.0135 cents.

    Will the Bond affect property taxes for  community members aged 65 years and older?

    Texas offers several tax breaks to homeowners 65 and older. One of them is a freeze on property taxes charged by school districts. After you apply for and receive the exemption, your school taxes are automatically frozen at the amount calculated for the first full year of qualification.

    In summary, there are 3 important facts to consider if the bond is approved:

    1. The construction of a new elementary school would address the increased housing developments to the north of the district.
    2. The state will contribute over $9 million in state aid. 
    3. SFDRCISD’s tax rate will be lower than the 2018 tax rate and will continue to lower in 2020.

    FAQ

    There are three primary reasons why the Board of Trustees has called for a bond election:

    The construction of a new elementary school would address increased housing development within the District, and would restructure and minimize oversized attendance zones.

    The District would be eligible to receive over $9 million in State aid; which will reduce the District’s cost of the bond by nearly half, or an estimated $9.6 million for a new elementary school.
